Minister Of Defense :
In December 2008, following the August 2008 war with Russia, Akhalaia assumed the role of Deputy Minister of Defense. Acknowledged for his firm leadership, he was appointed Minister of Defense on August 27, 2009. Under his guidance, the Georgian Defense system witnessed significant modernization efforts, including the establishment of The State Military Scientific-Technical Center "DELTA."
Akhalaia prioritized advancements in military technology and educational reforms within the defense sector. Notable achievements during his tenure included the transformation of the Military Academy and the inauguration of the Giorgi Kvinitadze Cadet Military Lyceum. Moreover, his initiatives led to the creation of Georgia's first armored carrier vehicle, Didgori, and the infantry fighting vehicle, LAZIKA, enhancing the country's military capabilities.
Military Production:
Under Akhalaia's tenure as defense minister, a military production initiative was initiated, leading to the modernization of The State Military Scientific-Technical Center "DELTA" (SMSTC Delta). Delta underwent significant restructuring, becoming affiliated with six scientific research institutes and the 31st Tbilisi Aircraft Factory. This initiative enhanced the capabilities and resources of STC "Delta" and facilitated the integration of key scientific institutions and companies.
During this period, several notable advancements in Georgia's military capabilities occurred. The first Georgian armored carrier vehicle, Didgori, was created in two variations/modifications, offering enhanced defense capabilities. Additionally, the production of the LAZIKA infantry fighting vehicle and significant modernizations in artillery systems and mortars underscored Georgia's commitment to bolstering its defense capabilities.
During Akhalaia's tenure, a comprehensive initiative was launched to conceptualize and construct an integrated defense fortification across Georgia's territory. This ambitious project encompassed numerous strategic points. Prompted by the 2008 Russia-Georgia war, an in-depth evaluation of Georgia's defense capacities underscored the imperative for establishing defensive barriers. Consequently, under Akhalaia's leadership, Georgia devised a network of robust obstacles spanning the entire country and commenced project implementation. Regrettably, the project was prematurely halted by the incoming political administration following 2012, despite its strategic significance and potential benefits for national security.
Despite initial concerns raised by some diplomats regarding his human rights record, Akhalaia's proactive approach to seeking advice from international allies and his commitment to making reforms earned him recognition as an active and decisive Defense Minister.
